Superintendent's Letter to PS 131 Parents: PS 95 Re-site to PS 35

Dear P.S. 131 Families:

I am writing to share that the New York City Department of Education (NYCDOE) is proposing to temporarily re-site a portion of P.S. 95 Eastwood (29Q095), referred to as P.S. 95, an existing zoned district elementary school serving students in grades K-5, to building Q035 (Q035) for a four-year period beginning in the 2022-2023 school year. P.S. 95 is currently located in building Q095 and also has use of a set of two Transportable Classroom Units (TCUs), collectively referred to as Q910. Q095 and its TCUs are located at 179-01 90th Avenue, Queens, NY 11432 in Community School District 29, referred to as District 29.

If approved, this proposal will temporarily re-site and co-locate a portion of P.S. 95’s kindergarten cohort with P.S. 35 Nathaniel Woodhull (29Q035), referred to as P.S. 35, in Q035. Q035 is located at 191-02 90th Avenue, Queens, NY 11423, also in District 29, and is approximately 0.9 miles from Q095. A co-location means that two or more school organizations are located in the same building and may share common spaces, such as auditoriums, gymnasiums, libraries, and cafeterias.

What is the NYCDOE proposing?


The New York City School Construction Authority (SCA) has determined that construction of an addition at Q095 is feasible using the land currently occupied by P.S. 95’s TCUs. This proposal seeks to temporarily re-site a portion of P.S. 95 from building Q095 and the TCUs to building Q035 at the start of the 2022-2023 school year. If approved, this proposal will facilitate the removal of P.S. 95’s TCUs and enable the SCA to construct an addition that would create additional capacity for Q095 to alleviate overutilization and improve students’ learning environment.

During certain capital construction projects, the NYCDOE seeks to utilize available space in other local school buildings to serve students who need to be temporarily relocated. Q035 houses P.S. 35, a district elementary school currently serving students in grades K-5 and offering a pre-Kindergarten (pre-K) program, as well as the District 29 Superintendent's office. In addition, per a proposal approved by the Panel for Educational Policy (PEP), on February 24, 2022, P.S. 131’s kindergarten is currently temporarily located in Q035. In the 2022-2023 school year, when construction of the addition to Q131 is complete, P.S. 131 is expected to return to serving all grades in Q131. Accordingly, Q035 has been identified by the NYCDOE as a site to accommodate four sections of P.S. 95’s kindergarten cohort so that the TCUs can be removed and construction of the addition to Q095 can commence. The NYCDOE is therefore proposing to re-site a portion of P.S. 95 to Q035 for a four-year period in order to provide the school with a facility nearby to serve a portion of its kindergarten cohort until the addition at Q095 is ready for occupancy.

If this proposal is approved by the PEP, P.S. 95 will be partially re-sited to Q035 for the 2022-2023, 2023-2024, 2024-2025, and 2025-2026 school years, where it will be temporarily co-located with P.S. 35. In the 2026-2027 school year, once construction of the addition is complete, P.S. 95 is expected to return to serving all grades in Q095.


If this proposal is approved by the PEP, what does this mean for my child(ren)?

  • As mentioned above, beginning in the 2022-2023 school year, P.S. 131 will serve all students in building Q131 and will no longer serve students in building Q035. As such, P.S. 131 students will not be co-located with P.S. 35 or P.S. 95 in the 2022-2023 school year and beyond.

  • This proposal is not expected to impact current or future enrollment, admissions, academic offerings, or programming at P.S. 131.

We encourage you to visit that website as we will update it with important dates and new information as it becomes available. Copies of the EIS for this proposal are also available in the main offices of P.S. 95 and P.S. 35.

How can I provide feedback?

This proposal must be voted on and approved by the PEP prior to implementation. We anticipate that the PEP will vote on this proposal on Wednesday, April 27, 2022 at The William H. Taft High School Educational Campus, 240 E 172nd St, Bronx, NY 10457. Feedback about this proposal may be shared at the April 27, 2022 PEP meeting.

In advance of the PEP vote, Joint Public Hearings for this proposal will be held in building Q035 on Wednesday, April 6, 2022 and in building Q095 on Monday, April 11, 2022 at 6 p.m. All community members will have the opportunity to share feedback about this proposal at the Joint Public Hearings.
